It looks like funnel mark on the tugboats consists of a blue or black F or P painted on a broad white band on an otherwise black funnel. Is that correct?
If you have used a paint-shop-app to remove something like a B from the funnel it could be marked F-B and these letters on that background would be the funnel mark of the Danish tug-company: "Det Forenede Bugserselskab A/S".....
But I take it, that you would not play that kind of tricks on Pete.....? Smiler...
I hope you can understand the meaning of all my more or less English words, I did the best I could with my poor school-English but I know it´s worse than the worst "pidgin-English" you´ve ever heard or read...so please bear with me gents...

Hi Kent
The Postcard shows the Bulk maily Ore quay at the port of ......,
and the the shipyard is(was) very well known, shipbuilding ended in 2010
(no paint-shop-app was used)

Hi Pete, the coal/ore clue suggest it could be Poland, and I'm just thinking of closed shipyards and Gdansk comes to mind.

Ore/coal you say...?
It´s very tempting to say that the port is in Norway, Sweden, Germany or UK..... But which well known shipyard lasted as long as 2010 before they closed down...?
That points to Germany.... Germany has got the most famous, strong, well established and long-lived shipyards, the Swedish yard-industry closed years ago, the Norwegians yards too, (and the Danish as well).... I don´t really know how the yard industry in UK are doing today....?
But which well known yard were closed down in 2010...? (besides Lindø in DK).
I´m in over my head with this one Pete....?
Perhaps someone clever with more knowledge than me should try to guess this one...
Can you give any more clues...?
My wild guesses would be:
Hamburg - Bremen - Newcastle- Bristol - Cardiff
